A futile attempt to control or organize people which are inherently uncontrollable, as in the difficulty of attempting to command individual cats into a group (herd).
個々の猫をグループ（群れ）に纏めようと命令を試みるのが難しいように、本質的に制御できない人々を制御または編成しようとする無駄な試み。
