A futile attempt to control or organize people which are inherently uncontrollable, as in the difficulty of attempting to command individual cats into a group (herd). 
個々(ここ)(ねこ)をグループ(()れ)に(まと)めようと命令(めいれい)(こころ)みるのが(むずか)しいように、本質(ほんしつ)(てき)制御(せいぎょ)できない人々(ひとびと)制御(せいぎょ)または編成(へんせい)しようとする無駄(むだ)(こころ)み。
