The body of persons that constitutes the governing authority of a city, state, or country.  A government consists of both elected and appointed officials that are duly tasked with ensuring their citizens are happy, healthy and safe.
都市(とし)、州(しゅう)、または国(くに)の統治(とうち)機関(きかん)を構成(こうせい)する人(ひと)の組織(そしき)。政府(せいふ)には、市民(しみん)が幸(しあわ)せで、健康(けんこう)で、安全(あんぜん)であることを保証(ほしょう)するという任務(にんむ)を課(か)されおり、選出(せんしゅつ)された役人(やくにん)と任命(にんめい)された役人(やくにん)の両方(りょうほう)で構成(こうせい)されています。
