Use "at" for one exact time. Use "on" for a day or a date. Use "in" for a month, a year, or a longer period.
In "The train leaves at 7:30," "at" shows one exact clock time, and "7:30" is that time. Japanese often uses "に" for all of these, but English chooses the preposition by time size.
